The UN Independent System-Wide Evaluation Mechanism was established in 2014 to address 

- The segmentation of evaluation within UN System based on varying mandates of individual entities

- The ad hoc nature of evaluations, their dispersion, limited coverage, and incoherence on a system-wide basis. 

UNISWEM mandate is to evaluate from a systemwide perspective whether the United Nations entities are efficiently and effectively responding to global, regional and country-level needs and priorities, and, where relevant, achieving the internationally-agreed development goals, including the SDGs in developing countries..

However, UNISWEM was unable to operationalise its mission due to the lack of adequate tools and funding
